I try to play now and holy shait is this scuffed. How do you even get to see those scenes? Because it feels genuinely impossible. Is there some sort of watch mode or something? Or you just look for rule 34 videos and pray that some of them feature characters you want to see?

Mugen does have a watch mode. But each character has their own moveset that triggers their scenes. Usually, they have a moveset note file in their folder or in the description part of the website page you downloaded them from, that lists their movesets and their activation conditions.

Could be my pc only, but the least you can do is look for your characters there. Startup's wonky.

It's HACHISHAKUSAMA. You can search "HACHISHAKUSAMA Mugen" to find it. It's made by Sasha Cronwell, and the download is right on their patreon for free. The installation might be a bit wonky but instructions are on their page if it's hard. The Character summons the horse in the image by twerking.

extracted the folders, then placed the Blake and the Weiss folder in MUGEN-HYPER-EDITION\chars
and then in MUGEN-HYPER-EDITION\data\select.def.vselect.bak I alter it with notepad and replace
EMPTYSPACE with the folder name, like Weiss then comma and then the name of the .def file in the folder.
So the final result is:
Blake, blake.def, order=4
Weiss, weiss.def, order=4

yet nothing appears in the character selection.... Tried it with some other characters as well with the same result. None show up.

The bak file isn't true select.def file, it's just a backup file (the one you rename back to select.def and replace it if something wrong happen when you edit the select.def).
You must edit the true select.def file inside MMMD folder. Or use the VSelect.exe (also in MMMD folder). When you open VSelect.exe it'll show the game selection screen and you can right click an empty slot -> insert -> select character.
