By grinding your way through the college locations and the city locations to build up advancement points. When you have your advancement points as high as you can get them (KI-9/9, MD-9/9, ST 9/9), go visit Rebecca Collins and she will put you in the evolution machine. You can go sooner, before you have maxed all the stats, but you will get fewer evolution points. Normally you only get one but I believe if you have all your stats maxed you can get 2 sometimes.How can I get Evolution Points?
Do you have the option to 'Date' her yet? It might be you get the option on a date.

No I’ve never gotten that option. I’ve only ever talked to her in the gym then the Beth/Lavinia scenes. How do I get the option to talk to her more? I can’t even ask her questions right now, don’t have her number, or anything
Check your ranking. It probably has something to do with your need to be a certain rank to be on her radar. It's very soon after the scene with her and Beth in the gym. Have you 'blackmailed" her yet? It occurrs after that. You will have her on your phone by then

yes I’ve already blackmailed her and also went to the cemetery to talk to Molly. My rep is 900 something
I had it so that I had a mission with "theft ability" but doing other missions, mission in gym disappeared.

I got her with Beth's power. I was trying all of them, since I couldn't get Lavinia's.

Update: now I've caught Onyx Serpent and I'm literally out of quests and Lavinia still won't talk to me lol

MUTANT COLLEGE PATCH V.0.10.2
Hey everyone!
A new important patch (v0.10.2) is now live for Mutant College.
This update fixes a critical issue that could prevent you from asking Lavinia’s phone number, blocking a chain of main quests.
The problem has been fully solved retroactively, so your old saves should now work correctly.
If you experienced that bug — you can now continue your adventure as intended!
No new content this time, but it’s a must-download update for anyone playing v0.10.0.
