Why can't the MC tell the girls to keep their clothes on - this is not a nudist colony, there should be an option in game to tell your preference.
Also just for info, what would be the consequence if the MC did not go for more than 1 girl, could the game still proceed

First off,

Second the game proceeds regardless, if you romance all the girls or none of the girls. Or any number in between.

Yes, and you can make even a totally "asexual" or "celibate" playtrough!
If you desire unfortunately you are still exposed to female nudity (disgusting) but not so much as when you choose a girl or all girls.:cool::)

I know such a game where the girls are topless all the time. Here the characters are usually dressed. Except for special occasions. Of course, you can expect that they will prudishly take a shower in bikini. Only for what? There will always be someone who finds that bikini are too brave. And then what? Where will we will come?
