In most cases If a police officer actually witnesses an attempted murder or an assault on an individual. they don't even need the victim to file a report or press charges. they can do it themselves based on their own witness of the crime, and that is even if the victim says they don't want to file or want that individual to go to jail.

Whether it was a misdemeanor or a felony, if the LEO is lazy or proactive... if it is a felony the LEO has to make an arrest regardless (especially with bodycams on every officer in the country now) or if the fight is between cohabitating partners and there is proof of violence (one or both parties has marks, scratches, bruising, etc.). Then an arrest is made even if the victim refuses. However, if both people have marks resulting from some kind of violence most often both get arrested.
