It depends how you look at it. The way I see it, the story is the relationships with the girls, and the plot outside of that is secondary - it's there to fill in the gaps. If you're looking at that being the main story and the girls being secondary, then I can see why you'd be disappointed at it.It is when it comes at the expense of story depth in my opinion. The main plot of the game is how mc keep managing his harem while meeting new girls.

1- The story hasn't progressed much, in your opinion.
2- This is because the game has no depth, because it's an Harem.
3- There are plot lines, but there's no progression.
Mate, the "story" is the backdrop of a rather in-depth telling of the creation and evolution of a large polyamory relationship. The backdrop is there to offer some scenario, to give it some structure outside of the really important thing that is the relationship between them.
I think that you are playing the wrong game for you. From your comments, you are not a fan of large Harems, this is one of those. I will not presume to tell you what to do, but, my suggestion is to think deeply if you are in the right place.
