It's Koikatsu. You can't steal from the character's creator because the creator doesn't own anything. All graphics are owned by Illusion, or whatever company their rights were folded into when they went under.
Even beyond that virtually every Koikatsu game uses the same environments, same clothing and accessory assets, a lot of them use premade staging templates and animations, virtually all of them use shaders and textures that were made by other creators. Everything is stolen from countless creators to make any Illusion based game, it's honestly kinda weird to tunnel vision on just the character cards. If devs cared about not "stealing" then they'd use a graphics engine that actually licenses the rights to their creations so people can legally own the images they make and not just use KK/HS.
