It is not necessary to see it as near paralysis. You missed the piece with him in the bathroom stall as Boss tries to initiate sex with Wife.In fact, the dream (or nightmare) hypothesis had been mentioned before the release of Chapter 2.
It's a theory that would allow Hutch to get out of this situation in the best possible way!
It could also explain his near paralysis every time he has to intervene (like in a nightmare where you can't escape).
Regardless, it would explain how he manages to be on hand every time Boss and Wife have sex. Looking in or out of a window, or something. Yes, there is a dream like quality to the game with its improbabilities.
