I checked Tuesday but it's not there
Unless I'm supposed to do something else to unlock it?
Edit: I head there at night, to the commercial district. Clicking on grocery store has him say it's closed.

Yeah I'm there at night. It's the commercial district grocery store right'? Cause I'm pressing grocery store and it says its closed. I can also see that the gate is slightly open, with light underneath.

Did you buy the pass? Maybe this is exactly the problem? Go to the grocery store during the day and in the conversation section ask about the black market. Maybe you just “think” you have a pass? But in fact you don’t have it (loaded another save or something like that)

Ok, here you go, step by step.
1. Go to robot store and talk about grey pill replacements - black market will be mentioned.
2. Go to commercial district
3. Talk to Arpa(grocery store) and ask about black market.
4. Buy "coupon"(or whatever it is called) she offers you.
5. Purchase "Night Pass" from Security Office.
6. Return to Arpa in Commercial District on Tuesday night.
If it does not work, you may have a bugged save file.

You think wrong, unfortunately.
The 0.7 release and hotfixes came a few days apart.
Content releases are about 6-7 months apart.
I also wish we could have more frequent content updates but dev is probably doing this as a hobby, not a full time job.

Yeah, there is always that moment with subscription-based funding of projects - they may be exploiting the system for prolonged profits. It has become common practice at this point.It doesn't feel like a hobby, more like milking.
While the quality in this game is good and I very much enjoy it - it has been in development for 3 years now.
With $3 to $20 subscriptions, even with the $3/month, up until now, a person would have paid around $108 for a still unfinished product.
No game is worth that much.
