If you are talking about doing the teacher's chain for the art teacher my advice for you is to use an older version of the game to complete the quest. I did this one of the older versions and the quest worked just fine. Sadly it seems like BON like with the first MNL is breaking old quests as he updates his game with new content.
The same can be said of the garage quest chain seeing as it works in 2.2.
