I've tried each hour from 700 to 2000 and still nothing even close to the sparkles that were there before the other three holes.
I can confirm that the file works. First save in the save19 slot in the main game. Then drag the save file provided into the save folder and replace it.
(edit the save appears to be in Spanish which may be a problem)

How is it possible that two of the three missions cannot be played?
mss jordan does not start because you cannot talk to the husband at work and phil's mother does not appear after the first 3 days after they speak outside the institute.
