It is not bugged, go upstairs and search the classrooms, in one of them if i remember right you will find a circle, go to the circle and the next step will activated.

Yeah. I don't hate this game or the dev, he's a great guy and always helped me but i will don't play this until the revamp story is done and the original content comes along.

I save right at the spot to do the last #4.
BTW you could fix future problem by using a save-editor and changing variable 601 (CITA) to number 3
