I thought it could be that, so I entered an older save and did the missions until I got there and there was no one up there.
Do you have a save that comes from a mission after this one to share?

So let me make sure I understand this. For the "Distract Karen mission" it is bugged, and you can't escape from here?
Edit: NVM figured it out. For those who don't know first you must go into the last room and go into the middle bookcase to get your clothes. Then after you can exit the building. However it isn't over from there. Once you done this head to the area where the other door is and go through that. Once you done so then you finished the mission.
