I think it's a bug if you have already done the mission. If it's not you have to buy a ruby necklace and exchange it with a couple in the first floor in the mall

So, if you payed attention the last sapphire necklace was bought right before you, the couple that bought it is in front of the cinema on the top floor of the mall. If you already did this and took the necklace to Rachel then this hint will be displayed as it was left like this on purpose(or so I heard) so that beggar would have an easier time to continue the story. In other words you have arrived at the end of the main story.

No he never usually does this. Typically when he announces an update it comes out the day after with like 6 hours worth of content. He is not known to delay updates.
