Does this mean its not a Sarah & Lucy update, but a purely gang update (which I found weird cuz I thought he's saving that for MNL2)? "Preparation" would count for a lot of things, like are we getting some touching scenes & no penetrations or are we actually get the 1st dates for both of them?

I really don't, that's what Beggar already told us. Because we've seem a lot of Gang info and Charles family update confirmation too. But he talked about a pre-update for Sarah and Lucy. A pre-update for Lucy is acceptable, as it would still be nice to make things as nice and slow as possible. I still see her as a very "raw" character and with many moral taboos. But Sarah, well, whatever.

Anyone else with this issue? Implemented the Mod cheat and after playing for a while and when using W key for menu I get this. It was working fine before this.

That has always been a feature of the game itself during missions and certain events to prevent the player from causing bugs.
Has absolutely nothing to do with the cheat mod.
Did you even play the game first!!!
Play the game without the cheat mod and see for yourself
.The cheat mod has this feature for a good while now.
Current save editors don't allow this as far as I know. But I don't use them, so I can be lacking in that knowledge.
If you don't want to use the cheat mod, make a copy of your game and use the mod and change your name, save; then copy saves back to clean copy
