Not really. After the first time you meet Debbie, she won't be in front of the market except at a certain day--I think a Wednesday or Thursday. I ran into this problem myself. However, after the second time you see her she's there every day.

For Beth's quest... Eeh, no idea how to solve that other than finishing her quest trough variables. However, she is a date girl, so if you send me your save, the only reference I have to edit are my saves, in which her stuff is complete. So if I edit it, I'll have to set it at the point she has everything unlocked.

Debbie is right between the amaria market and comic store behind a tree you can hardly see her. She appears between 7AM and Noon i think it's every day. You don't get far if you don't have a car. You can pay for her taxi if you don't have a car but to progress you will need car. (i went and checked to make sure)

Rachel story progresses as you do other tasks and quests. Your primary progress is to check school and what you supposed to do. Brenda yea she will just climax over and over and over again but a guy only does it once, use other options there to finish the scene. You will encounter this with other girls as well.
