Yes, and CC is choosing to not include it same as they're not including gay/bi/futa/etc. Creators are the ultimate decider of what goes in their games, and CC has been clear that the MC dicking down the Queen is off the table. (Also, they're anthros/furries, i.e. people, rather than animals.)
Players being disappointed/frustrated something they enjoy won't be included is fine, especially when the presentation quality is as good as MPP, but getting mad about it is pointless. There's other creators whose presentation is excellent to my eyes but the actual content of what they make doesn't do it for me or is a full-on turnoff. I don't complain about them not making content I prefer, I just look for others with similar styles hoping to find the stuff I like.
EDIT: Yes, there's some optional futa images, but they're optional and CC has already said that character won't be one of the MC's sex partners.

It's not about complaining, it's about the shitty bait the dev did. If he never planned on having the queen be a fuckable character, why waste so much time with her art, making her hot? Hell, why show her at all? He knew exactly what he was doing. But oh well, you're right, who gives a shit. People can choose to just not play or support devs.

The story being told is wholesome at its core. Hot as hell, but wholesome. That's what drew me, and a lot of others, to it. You don't find many games like that. (The quality of the artwork is a bonus.) Adding the Queen, or any woman who already has someone else, to be your sex partner is not wholesome. Nor is having multiple generations of women from the same lineage as sex partners unless there's some solid reasons/explanations.
Wholesome is great but you also need drama/dilemma/conflict or it's just a flimsy frame to hang the sex on. Surprising the MC (and us) with the royal couple's return is for story purposes, setting up that drama/dilemma/conflict. We know early on that they're away and returning soon. But things have changed so fast for the MC both socially and with his sex life that them showing up when they do, potentially catching the MC and Emelie in a compromising situation, is an "oh fuck!" (We don't know yet if they actually catch the them together, though I'm pretty confident from the sneak peek pics that the Queen is strongly suspicious of the MC.)
Sidebar: I don't think the Queen is hot. Wouldn't kick her out of bed, but not hot.
