I haven't played the game since Version 0.17, So how much time before V 0.20 Release(I would like to wait for 0.20 or) or Should I download Version 0.19.

To be honest, I think 0.20 will be a sort of transitional update, so I'd recommend you to go ahead and try 0.19, there's some serious hot stuff with Cassandra and with Julia.
I wish Daphne got more love, the whole submissive thing was really hot and wanted to see that become a more regular thing

Yeah, this dev keeps a tight schedule. But the game has devolved in a very linear way, lust and love points don't matter anymore after certain choices. That's not necessarily a bad thing for the story and the characters. It just becomes a standard VN now, kinda a shame compared to what it could have been when it first came out and everybody and their moms where still thirsting after Julia and if they gotten/missed the love/lust points needed.
