Dice and him changing for the better/getting a serious relationship is good for the story.

Understatement, Dice impact is too significant. No Dice = No Hime, No Yukine, No Hana, No Chitose and a broodier, more stubborn MC and who knows what would happen to Sayumi. Hikari fans would probably be overjoyed.
And knowing about his personal life does what for us? Why should we know who he's fucking? Who is he trying to fuck?
Knowing about his personal life is a detail. The key to a good story is details, and if you think they're a waste then think again. For one because it mirrors MC's development and serves as a contrast, which also makes us appreciate MC all the more. Two, knowing and understanding whom and why also affects our understanding of Yukine's drive between their competition. Three, Dice's confession and forgiveness towards Rion was the last push Hime needed for her confession to MC. And there's no way you can tell any of these if you don't tell, to use your words, "who he's trying to fuck?" That's just off the top of my head. Try to remove Rion and Leanna, see if it makes sense. And I could even argue that he's not even trying to fuck Leanna, and that he wants to get closer to her because she's a positive influence to him, and inspired him to be a better person.
Remove Dice's personal life stuff and it will make complete sense.
For now, yes. We already saw that slut naked who dice was fucking and was about to 'destroy' but instead asked for forgiveness. I don't remember if we saw more. We also saw a pointless lesbian sex scene between some irrelevant NPCs.
Not caring about one of the main supporting characters is crazy but even crazier is that the entire point of ch 26 for Dice is literally becoming better, growing out of his highschool self. Also shows how well you've been paying attention to the story calling her new girl.

Also calling for imaginary backup, "most of us" when there's only one or two people liking/backing his claim. In my humble opinion, I'd take a shitty story with great character over a great story with shitty characters (not that the story is bad). Ultimately it's hard to care for the story if you as a reader have no connections or stakes in the story. If the story is bad at least you can have fun moments with the characters.
