Seeing as how arranged marriages in MHA are essentially just legal excuses for eugenics, I second this idea of a governmental breeding program. Alternatively, you could also have private hospitals/institutions that offer surrogacies for the wealthy that want to their kid to have specific quirk combos and they happen to pay a lot of money for those willing to sign up as potential surrogates.One way I could see some sort of government breeding program, in this universe, was if they were trying to breed super heroes. If the quirks were completely random then maybe it would make sense story-wise that this government agency would want as many births as possible.
And completely agree with the shame thing. Losing enough shame to then consider enrolling herself in this breeding program and get paid to have children to pay off the tuition faster. Given that she is enrolled in a Hero Academy, her quirk has been judged good enough to fight crime, so it would make sense that she would make a good candidate.
This idea would also tie-in neatly with the shame mechanic too as the MC would have to have a rather low enough shame value to even consider signing up for such a thing. Potential for another DDLC-type scene present as well as being part of a government-sanctioned breeding program/surrogate for the rich is so far removed from the initial goal of getting money for tuition. You could also have her smarts be part of the factor that determines her value as a potential surrogate/breeder as most people generally assume that intelligence is also inherited as 'genius'.
