The dev says that he redesigned Lena because she "lacked more sensuality", which I understand that it's not much a hard-on to see, but it's also an overkill considering it's the subtlety and simplicity that make things enticing in a slow-burn sort of way.

I disagree on the lack of sensuality, an outfit that is fully covered up can be far more sensual than slut "clothes" as it increases the anticipation while you wait for it to fly off. I'd even go as far to argue that her redesign is not sensual in the slightest, it's crass more than anything.
