My understanding was regardless of stated intentions, and while the "3 month rule" is only for radio silence from devs, 18 months is the span elapsed without game updates for which the label can be applied. Or so says here.I don't disagree with you. But this is a dev that puts out maybe one update a year typically, over the last few. It sucks, and I'd just advise anyone who wants more just to put it on the back burner and be glad if more get posted. But he is clearly still at least claiming he's working on the project, which to me meets the definition of "not abandoned".
While I don't know the dates exactly, on his public-facing patreon I see "MWAS v0.13 Beta version released!" as the last post referring to actual gameplay back in 10/23.... whoops, guess that answers my own question - by that criteria it should be labeled come April of this year.
But do be clear- I say this as a public service to anyone under the impression updates are just slower but progressing - his patreon shows not a single gameplay-related update or news item in over 14 months. The frequency of updates about bonus renders makes this look worse, not better.
