Yes it is, i assume there are some scenes you can only see at certain points along each route, OR they are completely random with a low chance of occurring. I've noticed there are quite a few mini events like the pic you posted that dont give any benefit other than being interesting, but they seem to have low chances of triggering.

If you look on the OP ( Original Page ) you will see when the last update was, it's usually once a month, and so far, pretty punctual, + or - a few days, but it gives you a pretty fair idea to when the next update will be at
