Technically, it is. The dev had to cut the very final H-scenes to make the original release date. So if anything, the final scenes, treat them like free DLC or an append.

I'd check out the games by fushidaratei if I were you, particularly Himegashima Island. Frontier of Sister Indulgence is also somewhat wholesome, as is their game False Myth, which is getting a sequel that will be fully voiced soon. Only real issue is they do not have cg, only pixel art, though false myth 2 will have cg apparently.

According to the Dev's Ci-en, there's one more final update he's about ~70% done for. Looks like an additional final scene for each character. I'd hold off until then.
