By the current definition: Urination [Sex act involving urine.] Maybe I missed something, but in this VN there are scenes where the girls normally pee, not things like golden shower.
So technically, it's not a sex act.
However, despite the definition, the urination tag is also widely used for games that involve scenes where girls just pee normally.
