This fixed it for me. It didn't work with 7zip. Thank you very much.

Thats weird. I unzipped it with 7zip and it worked for me. (even the first time) well at least it works now.
Reuploaded it as 7z. Maybe that will make it so people don't need to use Japanese Unicode.

after a bit of searching
CTRL + E in the winrar window of the file allowed me to choose the languaje to jap and extract properly, thanks
