That's a NG+ feature. I don't remember if it popped up in NG+1 or NG+2... but once it does, there's a fairy in the recollection room that lets you raise or lower Kana's Submission stat by certain increments whenever you want. Just keep in mind that depending on the timing, it may make some things get a bit screwy, especially if you play with going over and under the 800 value.
Did you get your exorcism level for the area high enough to unlock the Ghost Girl? You can tell if it's high enough on the map. There should be an RGB swirl/portal thing on the location in question.

Mountain is out the east. You have to have started the sidequest for the location to show up though. That is unlocked by having a high enough population level and then speaking to an old man who shows up in the East Block.
It should be past the East Ward on the world map. You can only do it in the morning, so it can't be a day where Lawrence makes you go to a dungeon in the morning. Saturday and Sunday are your safest bet.
Take Kana out to ghost hunt on a day that Lawrence is out of town. Go to the far right of the map and it is behind the town.
When you have a day without forced exorcism because of Lawrence, choose to do exorcism and head out east. There should be a new location available to the northeast in the world map.
You just leave her be when she's working in cafe, after some time you'll get it
What should my Submission level be at since it requires "Really Low" atmosphere points. I've completed 2 playthroughs and I find it hard to believe I didn't accidentally unlock it even once.
