You could also use these, they are all the steam releases and don't need any of the jp localization shit. Pretty sure they still need the uncensored patch.

Tried running this using cs2.exe but it came out with an error saying "The game is not installed correctly. Please re-install and try again."

download Locale Japanese, put it in a map somewhere, install right click with admin rights, then when you rightclick on Neko.exe you see locale emulator and select with admin rights
