Keep exercising, you'll encounter her by chance. After, I think, 3 random encounters and reaching Rank 2, talk to the informant about more competitors. After one of the Night Games, there will be a scene where she will become a participant.

You can edit your save file with just notepad. I edited mine to have max stats

It just has a relatively slow update schedule with someone thinking it's dead between most non-bugfix updates.

hmm i tried to start a new game with new version but looks like its very buggy, the first actual match gets bugged on my end mid-match

Fixed a crash in Mara's story events
Fixed missing Leave in Samantha's new Rough Sex scene
Fixed a crash in Kat's Night Off scene

Bugfix 2 isn't up on yiff.party yet; can't see what was fixed in bugfix 2.
