I mean you can read the developers own statement "why they removed it from Steam" not "Steam removed it".

I already downloaded this save and put it in all the indicated folders and nothing happened

Be sure to disable your cloud saves. Maybe that is the issue. I tried deleting this file from all three folders and the gallery was empty again. Afterwards I copied this file back and gallery was completely unlocked. I honestly don't have any idea why it does not work for you.
