Your guess is as good as just about anyone else's and i don't think we can correctly assess dev's original scope for this project even if we want to anyway.
Version 1.0 was pretty much a well functioning tech demo that had some basics of the core mechanics implemented, had an okay-ish amount of scenes and could be finished on either of the two presented routes. Rough around the edges, lacking serious characterisation, having pacing issues, etc., but still a solid beginning.
After the initial release dev got plenty of feedback and pointers of what to do and look for when it comes to a NTR title (some things were suggested on pure porn-brainery, without any coherent thought, but that's besides the point) and so these past several months the game has been improving from both technical standpoint with some QOL features and adding more content to both original routes (vanilla and NTR). It still maintains the aforementioned issues to some degree and the implemented in-game content feels rather disjointed/lacking clear focus, but this is still pretty much the beginning of the development cycle (not even half a year has passed since this thread was started) so there's a lot of room to grow. And if the versions numbers are slightly confusing, then you can just assume that this is a 0.12-0.13 (and that 0.01 was an above average first release), rather than 1.12-1.13, i don't think there would be anything wrong with that.
I guess it would've been too optimistic to think that the most sensible option (fifth) would win
I suppose there's at least some consolation in fact that it's a decently close runner-up at the moment. But if this option can't win now then there's likely no hope for something even closer to character building option to ever perform well in the polls.
