You know that you can buy specific dice at the shop, right? So, using those dice, you can move wherever on the map, even protecting Rose from Lee.
I did, but it's not a fair RNG, once you used all your cards, you'll have to get to that specific tile to get the card, which need quite an amount of money, it doesn't help when Rose's AI intentionally screw with your intention and Lee relentlessly chase after her, unless you can prove me wrong by doing a 100% vanilla run
You can make money by helping in the rich guy's hotel (without doing his mission).

i have another question what does security level do ? i was trying to do a pure run or see if it's even possible but i failed
Security level indicates how secure is the city.
High security = Low crime, low robberies, low illegal activities, low black market activities, high energy recovery at the residential area.
There are two ways to improve security: fighting enemies and helping police (land in squares with a policeman icon at the top of the board).
Low security level allows you to make money by obtaining black market items and selling them.
To reduce security you must do bad stuff or land on the squares with a bad guy icon (at the bottom of the board).
