So itch.io is down and out as well - :( This is really, really bad news and probably means that the devs of this title and many others may not be able to recoup the money spent on their titles. H-game devs aren't swimming in money as it is and more expensive titles / bigger teams are definitely going to feel the pinch ...

What does it mean can you explain? Does it only change their payment process or something else?

it means mastercard and visa says you can't spend your money on porn games or anything they don't like. They reserve the right to pressure anyone using their services to remove games that goes against their agenda or political views.
... which is insane if you think about it. Apart from the obvious question "where does it end?" it is absolutely none of their business how people entertain themselves, provided nobody is suffering for said entertainment of course ... at which point it becomes a case for law enforcement anyway. Payment processors should just be "dump pipes" through which money flows and them having this kind of power is absolutely concerning.

I hope the dev finds a way to market this game even without Steam and itch.io, if at all possible I'll support them and hope the release doesn't get cancelled, though I guess they're too far along either way to call it quits now.

At this point they should fall under the utility category. Problem with this is unless there is a company that can rise up as a competitor (not likely) things will continue to degrade. Despite what people want to believe the US is not a democracy but an oligarchy so any bill to try to regulate them will likely fail.

I honestly don't think they're going to cancel the release at this point, even if the game ends up as a net loss due to not being able to market it on Steam or itch.io. Perhaps the delay is also due to having to find alternative distribution channels, a "trickle release" spread in time across several sites would potentially hurt sales even more, so they need to time it right. This is a pirate site and thus perhaps a strange thing to write, but make sure to support the dev if you can, else there may not be much content of this caliber to pirate going forward.
