Was possible before 0.18. Where she "force" herself on MC (she barge to MC place and ask him to fuck her like there is no tomorrorow).
Quite simple... On happy path... Pick all NTS option. Make liz wear a short skirt then on prankster day let her go with Sam. When Sam ask tell her it was your idea but don't ask Liz to confirm it (Sam will be pissed off). Continue with the NTS options until the beach event. Make Liz ask to someone else for the sunscreen and let things go too far (Sam will kick the guy and get super pissed off at ou again)
Yes only happy path, in the NTR one there aren't many interreaction with Sam so no possibility to get her mad

Lewdness score determines what kind of pics Liz sends you over the course of the game, and I believe it also slightly alters her outfits for some events. I'm not sure since I only tried a low lewd run once, a long time ago.
As for making Sam mad, I'm honestly not sure. As far as I know she stops helping you.
