NTS is a cuckolding genre, so cuck behavior is to be expected. Again, playing an NTR/NTS game and getting disappointed by NTR/NTS content is silly. If you want netori, you're better off playing a netori game instead of expecting/asking for netori from a game that doesn't cater to it.

It simply means that he's a more active/willing participant in whatever the situation is, even if that means he's only allowed to watch.
