you didnt take crossbow?
there is key you need to find some where on 2nd stage to open prison bar that lead to sparate area, where u can find crossbow on there to shoot goblin that guarding door that lead to 3rd stage

I have crowbow But I wasn't even given the chance to kill it, because the goblin was always near the stairs. maybe this is bug?

wait.. so you said the goblin is sitting near the broken lader instead beside the door?
if so, that mean it is a bug, because right after i drop down i just shoot it right away and kill it before he move from there
