The way I read it that at the beginning you can only have 4 wives but as many "concubine's" you want but the story may change with MC having as many wives as he wants.

AFAIK if you say yes to all
DEV plans to make it so you can found your own kingdom
and therefore
wife limit no longer applies to you they can all be "main wives"
