They are, they always have been. This is for adult games, not necessarily porn games, and there is a reason a tag like "No sexual content" exists in the first place.

You see, the devs are banking on the support of this forum to get the word out, because who else would be their audience? They don't have anything to offer besides the novel idea of using real life models.
But even so, if the story is boring, they need porn to spice it up. They're keeping it intentionally vague, if this'll be soft- or hardcore, because they don't want to chase too many people away prematurely.
I don't think this is a "regular" VN, because it's still erotica, even if there's no hardcore porn. There's basically not much else to this game other than boobs.

Hope you all have already played Chapter Four. And now the question is, what's next? Many may think that there will be Chapter Five next. But...
We decided to release two small additions to Chapter Four! Since "Chapter" is a certain part of the history of the relationship between Tommy and Elina. But now the story of our heroes will diverge a little: Elina will go on a photo trip to Max, and unexpected guests will come to Tommy at this time.
We will release these two stories as two small additions to Chapter Four, at a short time interval. Work on the first update is in full swing: we have already filmed content for Elina's story in a photo studio, and now we are actively working on processing this material, editing text and other pleasant little things. So stay tuned for the next update soon!

Not only is there no sex, there is also no nudity in Public edition... I'm not sure if there is nudity in Gold edition because as a rule I never pledge to authors that release different versions of the game depending on how much you pay.

I've always wondered why they don't make adult vis novels with real JAV models. But I'm glad a game is trying to do it, (even if it's not paid pornstars).
