i had the same thing happen to me when i was messing around trying to change my region to japan for another game (didnt work) what fix it for me on this game was,

-Control panel- date and region - change time zone - change date and time(administator logo) - Change calandar settings- Administative tab- Change system Locale-

Then just make sure that Beta Ui thing is off and switch back to ur regular locale cause that was causing issues for me. Hope this helps
