It's cause there is an NTR route, but the route is "under developpment" but it's been 5 years since the released so it will never happen. So as it is, there is no real NTR route. Nonetheless this is a masterpiece.

just skimmed thru most of the content after finishing one route. I had no interest actually reading the rest of a vn that had a spineless mc for the uptillionth time. This is for all intents and purposes an ntr game trying to disguise itself as a swapping one. Mc has no agency in any of the routes and there are routes dedicated to him straight up getting cucked. Yet he doesnt get a route with the orange hair girl it seems. Also the whole time the mc gets belittled by the fmc comparing him to his friend.
Story could have been interesting if mc called out fmc on her personality for at least one of the routes but that would be asking too much of this dying medium huh?

In the game itself. That means there was a route they wanted to do but decided not to do it for x reason. When you make a choice they said this is under dev. But i played in JP so maybe it isnt translated here.

Call out to her for what? That would cause drama. Also you missed the point here. This is not your typical swapping game where other heroine gets a focus too. Its obviously about the main couple, the fetish he's developing but fmc knows about it and decided to plays along. The whole plot is about the cuckold tease by fmc. If the genre is not to your liking then this game isn't for you.
god forbid theres actual conflict where characters are held accountable. seems like the genre isnt for most people hence the struggling medium. my point is they had the chance to do something different here but its just typical mc is a spineless coward slop story. how many times do we have to see that? worst thing is is that they tease that the story could take an interesting turn in one of the routes where mc says he likes doing it with orange hair girl more but that obviously never went anywhere.

I've skimmed over the game. It definitely had an "NTR flavored dialogue" spread all around the scene, but it's to be expected in a swapping game and it only feels light teasing the entire time (no insult or degrading the MC).
There's definitely an NTR route at the very end, even though it's fully consensual on all participant. It's the classic "heroine tell MC to hide in the closet while her partner didn't notice" kind of scene. Heck, she even forbid MC fuck another girl while she can fuck her sex friend all the time (she argued that she will be reporting it first to him, so it's technically not cheating)
It's been implied by the game that she and MC's friend (sex friend) had an "amazing body chemistry" and both are huge pervert with their own less sexually active partner. They were even being lovey-dovey when MC isn't looking. Still, somehow she like MC personality the most and had promised to marry MC in the future. MC are lucky that his best friend are a good guy with his own hot GF.
My honest opinion? This game is a swapping VN that's leaning towards NTR part. So better add that NTR tag just to be safe.

it doesnt have to be a cuckold story it could have simply been a swapping game where the mc gets more out of the situation than fmc for once unlike the other way around. which is what happens here. For example mc stays with orange hair girl over fmc.
But again that would require actual thought from the writers. And again that goes back to my main point that its very obvious people are getting tired of these stories thus the struggling medium.
