It honestly varies a lot depending on location, personal beliefs, age, etc. in the US. I've been married for a while now, but at least when I was dating I'd try to have a talk early (usually first 1-2 dates) about where I'd eventually like to be in the relationship (am I looking for something casual, something long-term exclusive, etc) but not really expect exclusivity until we'd been dating maybe 2-3 months (and contrary to popular media and AVNs, most people here aren't having sex on the first date, at least in my experience).
That said, there's plenty of people looking for casual sex too and on the opposite end of the spectrum people that due to religious or other beliefs don't plan to have sex until marriage. So MC has very good reason to believe the Evelyn is interested in a relationship, but anything beyond that is somewhat guesswork other than what she's said regarding the Sisterhood, "wanting him to be happy", and what he's heard second-hand from Amber. Since it's likely a sensitive matter, personally if I were in his position, I'd keep things in my pants (Sisterhood and tests at their request to figure out my power being the exception here) until I can talk with her in more detail, which thankfully sounds like will probably happen soon.
Unless you have known the other person for years, you don't really know them, so you can't really know that early where you want to go with them. you only know what you want out of the dating game in the moment. and honestly, it happens quite often that a serious first or second date turns into casual sex, a one night stand, after getting to know them a little bit.
and I agree with you, if MC chooses Evelyn for his first time, then it should be a very high priority to figure things out asap, especially because of their close years long friendship that also affects Amber and Frasier.
