Wouldn't the MC have to have manifested for his powers to affect her? So either he manifested before the Tiger or she is just naturally honey for the MC's dick!

From what she explains his power primarily didn't fully manifest. Think his power was like seeping out for a long time, remember the scene in the pizza parlor it was effecting her thats why she rushed to the bathroom with the waiter. Her conversation with the researcher at the end she explains everything.
So manifested before the Tiger but not fully and so has been affecting all those around him. If the MC finds out about all this, I wonder if he will question whether any of his LI feelings are real or just a product of these powers.
Could be his powers only affect those who have an interest in him to begin with, otherwise there would be no limit to who is throwing themselves at the MC.
Not sure if his attraction powers are a convenient plot device or an unnecessary plot hole.

I have to agree why didn't others get effected. Even Evelyn wasn't really effected. I don't remember if that was ever explained but it was talked about after he fully manifested but not extensively.
My opinion is it might have something to do with her constantly hugging him. No one else was as physical with him as she was or his horny teenage brain focused on her and his pheromone latched on to her

He's said several times that the development times will increase a little as the game progresses due to different paths. It will get here when it's ready.

The last dev update from August 15 said Chapter 8 only had a few things left to finalize, and to probably expect news about it in the not-too-distant future.
So unlike most previous chapters, he's not a full chapter ahead in development this time. And he's explained in dev posts why that is.

In the end, does it matter if the people into him have 'real' feelings or not? Everyone is influenced to an extent by everyone else. The interest exists one way or another, and the results of those interests is pretty positive for the women involved so far.
Just because it doesn't matter to you, doesn’t mean it does not matter to others. I avoid games with drugged and corruption tags because I don't enjoy them. While this is just a fictitious word that ultimately does not matter, it’s my free time, if I don't enjoy it, then my free time is being wasted and there for it matters to me.
Now don't get me wrong this info is not going to make me stop reading this VN because I enjoy it, and that conversation was not about trying to bash this VN. Just a conversation to clarify what’s going on with his powers. I had always believed that he did not manifest until the Tiger incident. I also believe that the reason for the many references to Evelyn acting strange was going to lead to the MC finding about his mutant hormone power that seems to be driving Evelyn to extreme lust, and further having Moonsong help him with either learning to control it or some way to suppress it. This new (to me) info gives me pause on this theory now.
This was just to make a point that it matters to someone, even if you don't understand why.
