Lena also has limitations applied for her routes -- e.g. she can't mix full Ian and Jeremy actions, or Ian and Holly. She automatically breaks her hookup with Mike if she gets in romantic relationship with Ian. So, no. Lena also can't "fuck everyone in the city (...) without locking any paths".
The fact the game has a cuck path but not a cuckquean path is discouraging enough.
Again, you're complaining about half-completed game. It might be worth to remember that the cuck path for Ian only becomes a thing in Chapter 10 i.e. literally the latest update before the new chapter prologue. As such all whining how absolutely for sure there isn't going to be equivalent for Lena is really premature.
Don't think starting a game for a path that has an unconfirmed chance of existing isn't exactly what most people do.
Most people play a game not for chance of specific path but to experience what it has to offer.
Then you can either play it to find out whether your impression is correct, or don't and keep making poorly informed claims. The latter option is a bit silly, though.
Never seen someone complain over no cuckquean path. It's obviously a rarer kink than normal cucking. Complaining about it's absence seems backwards, would be like someone going into a maledom power fantasy game and complaining about a lack femdom content
The other thing you're mistakenly complaining about was also addressed. tl;dr: both player's characters have limitations for the actions they can take.
