Her first priority is clearly herself and she's very manipulative and seems to enjoy "corrupting" others to behave like herself. It could be because with Lena and Ian's relationship at early stage she didn't think Lena was all that serious about Ian. Also note, that if your idea about conspiracy with Axel was true, or if she wanted Lena for herself, then wouldn't it be in Ivy's self-interest to shit on Ian as soon as possible, so that Lena would drop him and run back crying to her ex-boyfriend, or to her?
