Who's the better partner for Perry? Cherry or Emma?
Not a joke answer? Cherry. Perry is anti-politics, and he desperately needs to grow out of his rut. Cherry can introduce him to new people, experiences, etc. Emma is awesome, but she's extremely political, and deepening their relationship does provide some growth opportunities for Perry (especially sexually), but it's within his safe older dynamic and world. Imo.

I'm a sucker for childhood friends, they have an established chemistry, Emma is also closer to Perry on the attractive scale than Cherry, with the latter being a model that caught Axels attention. Aside from painting which we never saw Perry doing, he and Cherry don't have anything else in common. Cherry is close to underdeveloped, while Emma skyrocked in popularity and content.

Also a reason to keep Emma for yourself, and if Perry at least gets the hope of Cherry you can avoid the worst ending and whatever baggage comes with it.

I think Cherry might be more open to monogamy as well, and we see from Lena/Emma, Emma does not. I assume he's just decided to ignore Emma's activities (though curious how that might play out with Ian, Jeremy, and Emma), like an apocryphal ostrich.

In reverse, you can keep Cherry to yourself and let Perry have Emma. Getting rejected by Emma isn't necessarily the worst ending, especially if he is already set up for Cherry.

You can control Emmas love life, so if you want her to be exclusive to Perry, thats an option.
