Slut Holly having some sort of development would be pretty wild like more manipulative or simply developing some sort of interesting personality trait beyond Ivy's slut starter pack(although her fucking some guy that leads to complications would be fine too but the question is who would even cause such a thing at this point) Wholesome Holly essentially requires conflict for her route to not be too boring(her having a hot sister leading to complications or simply either Holly having the possibility of her fucking Ian's dad would be wild).

Well Arthur was the most notable/memorable sidecharacter in GGGB, he also displayed the most depravity and had the most impact on the main character. Compare that to the wet fart that is Seymour. EK didn't fuck up, this is exactly what they wanted to do from the start. A less hardcore, more romantic story - by some accounts more realistic but at least imho a lot more boring. Add to that the slowed / elongated development process you got a recipe for problems. Thats why we see more cameos, more callbacks and fanservice. Classic coping/pandering to a increasingly split audience...

Again Seymour was set up as more of a villian but has no been nerfed into oblivion. What EK wants to do in terms of writing, or feels comfortable with, with at least to a degree incompatible with what was hinted at and what a considerable portion of fans want.
