I knew the moment I saw Seymour that on the paths you have good relations with him he would not be such a villain or a villain at all. I take it you do not know the person his image is partly based on? No Spainard outside extremist circles, would depict a complete villain with his likeness.
I think EK is frustrated with politics since Seymour and the two mayor candidates are clearly based on existing politicians and the political plotlines in game (had a laugh seeing Seymour and his candidate being buddies, considering how their real life variants "like" each other), but she would not make them complete as..., because they are recognisable to Spanish and some other European people.
In what world you live in where someone hops in, fucks with your livelihood, blackmails business partners and makes sure all paths lead to him and you don't consider that 'villain'?
As for resemblance with real life politicians... Ian's dad is fucking Jordan Peterson. His striking coach is Jose Aldo. If Eva was french she woulda picked Macron, Sarkozy, Melenchon or Holland to trace her characters. It's not proof of anything.
