- Seymours threat doesn't unravel in any way. Lena has a similar model scene (good art, but no character progress, no seduction or training), Ian doesn't lose his job, Lena's bakery isn't ending because of Seymour, her stalkfap goes on. The big choice at the end of chapter 9 was a sham.
- Ian and Cindy stall and have more or less the same situation as in chapter 9. They ask if they want to go in a relationship, they risk being find out by Perry and Cindy promises to tell Wade. She did this in chapter 9, did it this time and in the chapter 11 prologue, she still hasn't done anything. That's no development and just stalling, no matter how amazing the Cindy art is.
It is fine for things to take more than single chapter to develop. I suspect you're getting the long real world development time affect your sense of how the game progression feels in actual, single continuous playthrough.

It's a case of too many irons in the fire rather than a slow burn one imo. Development is being slow in the real world not in game days or character progression.

This is a great game all things considered, but the main problem is ironically the number of options. Player agency is great, but it makes it difficult to tell what story Evakiss is actually trying to tell.

In GGGB it was a story just as the title implied, of a good girl decending into corruption. In this story the main theme is two single people sleeping around and… cheating on each other? Or is it about Ian getting cucked? That doesnt apply either considering the sheer number of dating partners that are pushed upon Ian.

The title is a reference to the Red String of Fate, an ancient Chinese or Japanese (I don't remember which) belief that people who are destined to find love and marry each other are bound by an invisible red cord. The cord can become tangled and bind with other cords, but will never break, so these cords can create a great web of fate at times. Hence why all these characters lives are interconnected and they seemingly keep running into each other even when they don't plan too.

We're seeing a snapshot of Lena and Ian's lives. Perhaps they have a red cord that binds them, or perhaps their red cords just got tangled with each other the night they met in that ally. How we play them will likely determine that, but for now they are bound by fate to at least be near each other.

I'd say the intention is more of the former, given the name of the game is "string" and not "stringS". But overall, yes. That's how i'd interpret it, too.

I realize that many enjoy the freedom of this game, but in my opinion the theme of the story just becomes muddled when 90% of the content is both of them sleeping around, so the game seems to guide you in that direction

Well keep in mind we're playing a half finished game. While we can infer the theme of the game being the red string that ties them together, the goal hasn't come into focus yet. Just about everything we've experienced so far is build up, now that we're entering the backhalf of the game we'll start seeing the payoffs.

I would also assume the former more than the later. It's clear that the love life of both Ian and Lena are intrinsically tied to each other, even if they end up not getting together in the end. Part of the Red Thread of Fate though is that the knots and ties of others can keep us from reaching the person on the other end of our string.

Don't think too much about the title. The story follows 2 protagonists whose lifes are intertwined, that's it. It would be boring if they didn't sleep around and always end up together.

I thought the title was a reference to this photo of the developer trying to finesse the plot?

Judging by such a long update, there should be a lot of new locations and scenes. And yet it is not clear to everyone where Gillian came from and why she came to Jan again. We are waiting for developments gentlemen, the HACHIKO regime!
