OK, i guess this is mostly arguing semantics like that. I should've perhaps worded it better/more precisely than "the exact same situation". So i'll concede, this isn't 100% exact same situation in all of its aspects
But regarding your theoretical example, i honestly can't say if my personal reaction to it wouldn't be more of a "well, maybe" than "hell no" which is why i think this could influence Ian's view, and since you view it differently, we have this disagreement.
I think it'd be very constricting to have requirement like this, and also far from realistic. People most definitely don't run this sort of mental calculations of "am i fully over my ex or not" when they decide to get in new relationship. Heck, you'll find people who go as far as full marriage while still having hangups. There's no such thing as "you can only really love one person" and the game itself even acknowledges it with the throuple route.
Of course, such decision-making doesn't have to end well (and often doesn't) but that's half of the fun in a "choose your relationship mess" porn game, imo.

If you're doing a run where the MCs have a lot of sexual partners you won't need to focus too hard on the lust stat. But if you try to romance a specific character you might fall behind on the lust stat and miss out on a few options, so in that case choose lust based options more often.
You need to be be in love with either Holly (which is impossible), Cindy, Cherry, Alison, Emma, Minerva or Lena.
You are right, I concede the point. I only can think as a justification that Holly might make both Ian and Lena feel protective of her and that might explain why Ian would be more conscious to start a potentially sentimental damaging relationship with Holly if he's not all in. But I think you can still cheat on Holly while being on a relationship with her, so it's a pretty weak argument.

There are only few high stat checks, most of it can be obtained through a evenly spread out playstyle.
Some stat levels won't even count if the respective level is too high, which is another incentive to not focus on one stat.
Charisma and Wits are important for all social events and convincing others, lust is mostly the debauched stat but also the willingness to cheat in some situations (usually you have a high lust stat if you go chad/slut). Athletics is kind of neglectable, though its occasionally used for a better sex performance and if you want to impress Ivy, you better train regulary.

Yes, Ian can come across their scene, but when he wonders if Lena and Holly is done with their shower in my save I didn't get a nice little scene of them still being inside and Ian being able to creep on their love-making.I can share you the whole scene, since it's (mercifully) just one picture. The game caps stat growth in a chapter by chapter basis, if you reach the max then the game stops giving exp for that specific stat and it goes to waste, so it is generally better to spread them around.
If you want to be very anal about minmaxing stats you need to be familiar with which dialogue choices lead into more stat growth opportunities, but you need to play with a guide on hand for that. But short of that, here are some general hints:
-Athletics is the stat with the fewest opportunities to increase it, so consider giving it priority over the other stats when having to choose between them if you don't want it to be a dump stat.
-Lust can either be a moderately scarce stat or an abundant one, it mostly depends on how much sleeping around you are doing in your playthrough
-Willpower is a resource that can be spent in some situations to get big bonuses, or to reverse the direction of some of your previous choices. Some routes get more willpower that you can spend liberally while others you need to save them for their most impactful options. You cannot stock more than 2 willpower points at a time.

Lena can be creepy, I don't see why Ian shouldn't have the option. One can always choose not to be a creep.I'm hoping we'll get to see full version of that, or Holly cheering up Lena after the breakup if it happened, from Lena's PoV in the next update. No need for creepy Ian.
