I only got there around the chapter 9 rewrite, so I don't know how the first chapters were originally written, but Ian always shows interest in Ivy. On his side, she is clearly Jeremys love sex interest, he is going after her for the entire game and Ian/Lena can help or stop him, but that doesn't stop Ian, doesn't it? Cindy is Wade/Axel love interest and Ian is setup to swoop him from the get go, Emma is mainly Perrys love interest and the focus can shift greatly on Ian, Lena and a bit of Jeremy.
Also, until chapter 10, Ian can interact with her around three times and gain relationship points, so why include them if there was no further plans?

Ages ago, before Eva Kiss decided to rework her story for brain dead retarded ass reasonings, there was a time when Ian had a moment with Ivy at the bar, had he been semi cordial with Axel. At the time, Ivy and Ian would chat a bit with either version of Jess in tow and Ian after wards, depending on how he possible handled Axel (depending on his relationship with Lena) could give a kiss on the cheek before leaving the bar.
This in turn, after the first rework of Wade, was changed from the kiss on the cheek to a flirty exchange that was meaningless, all what similiar tied to being on semi decent terms with Axel.
This again was reworked to the most current version of the bar scene where we are now forced to hang out with Jeremy and get no measure of flirting or cheek kissing with Ivy at all.
So... to some measure, Ivy and Ian had some interest prior, but thanks to EK's failed measure of balancing things, among other skill issues she has, it's only in recent times she's "rewarding" Ian and Ivy with meaningless fan service and exchanges.
