Well, the white one is just more revealing, more slutty if you will, where the beige one covers her up a bit more. I don't think it's super symbolic of anything other than Cindy being less attached to Wade, Ian or herself. She's only shown up once so it's a bit hard to read into it more than what conditions leads to either outfit.
If she's on any of the love routes with Ian or Wade breaks up with her, she'll show up wearing beige. If she breaks up with Wade and her and Ian are only casual or uninvolved then she'll be wearing white.

Nah, Eva seems still to be in the middle of work. They got one day out of two for the next update done.
If we assume they started work one month before, at least one further month. If the next update is only Lenas trip, it may be comparable to Seymours trip, which was also relatively short and done quick.

I really don't think so, Seymour's trip was kinda short because it was a optional event with only Lena and Seymour involved unlike Billy's one which is unavoidable regardless on which route you're on, similar to beach trip. So it might not be big event as beach event was, it won't be short either.
